Ambassador Efraim Halevy is former chief of Mossad, the national intelligence agency of Israel.  An expert on counterterrorism and national security, an attorney, author and diplomat, Ambassador Halevy is also a past director of the Shasha Center for Strategic Studies at The Hebrew University’s Federmann School of Public Policy. 
 
A leading figure in Israel’s political and intelligence communities, Ambassador Halevy served as a personal envoy for five successive Prime Ministers from 1985 through 2003: Yitzhak Shamir, Yitzhak Rabin, Benjamin Netanyahu, Ehud Barak and Ariel Sharon. Among his many responsibilities, he was actively involved in a special mission conducted by Prime Minister Rabin to foster the Israel-Jordan Treaty of Peace.   
 
Upon graduating cum laude from The Hebrew University’s Faculty of Law with a Master of Jurisprudence, Ambassador Halevy worked as a civilian senior staff officer in the Israel Defense Forces and appeared on I.D.F radio as a political commentator. Following his military service, he launched his career with Mossad (1961), remaining in Mossad for 28 years, during which time he headed several branches. He served as deputy director from 1990 through 1995. In 1996, became the Israeli ambassador to the European Union in Brussels. Two years later, he became director of Mossad, fulfilling that leadership role until 2002, when he was appointed the second head of the National Security Council and advisor to Prime Minister Sharon. 
 
Early in his career, Ambassador Halevy served as political counselor for the Israeli Embassy to the United States (1970-1974), and as political counselor to the Israeli Embassy in Paris (1976-1979).
 
In 2006, he published Man in the Shadows: Inside the Middle East Crisis with a Man Who Led the Mossad, his memoir provided an analysis of Middle East affairs from Operation Desert Storm through the beginning of the U.S. incursion in Iraq. He also authored The Role of the Intelligence Community in the Age of Strategic Alternatives for Israel. Ambassador Halevy has written commentary and op eds for numerous publications. He has been interviewed by the international news media on issues ranging from the Israeli-Palestinian conflict to the radicalization of the Haredi in Israel.
